Train Social (5% standing increase per lvl) and Connections (4% effective standing per lvl) and complete Storyline Mission.
By traning Connections to lvl. 3 I'm gone from 0.73 to 1.47 with the Gallente Federation :)

1) you need standings unmodified by social skills minimum 0.5 with empire you wish t join (not corporation in empire, but empire itself)
2) to raise standings with empire you need to complete storyline missions. They come once every 16 regular agent missions.
3) if you wish to join as a corp, then corp as an entity needs to have 0.5 standings, and they are based on each corp member's standings to that empire.
It took me about a week of grinding amarr lev. 1s to get to 0.5 standings.

If you've got any R&D agents their missions count towards your 16 mission storyline count and normally take no time at all (about half the missions will just ask you for Trit which you can have ready in the hangar already) only 1 R&D mission per agent per day, but you can have more than one agent, and they're a quick way of bumping up your count so you can do the storylines for your faction.

just hit Connections lvl 2 .... did it enable me to join the militia corp? NNOOOOO
when i try to join, it says i just have 0.08 standings with Gallente Federation.
0.08 is the base value, Connections lvl 2 adds 0.80 to this, so the sum is 0.88
buut apparently they only look at the base value. then what the hell is Connections good for!? PETITION TIME!! I want those 5 hours back!

I'm sorry if I misguided you :( Didn't think about the fact that FW requires unmodified standing.
I don't think it's like you thrown away 5 hours, Connections can be good later on as you get access to better agents sooner.
